In a large bowl, combine the tuna, 1/3 of the bread crumbs, egg, onions, red pepper, mayonnaise, lemon juice and garlic.
Divide mixture into eight portions; shape into 2-inch balls and roll the balls in the remaining bread crumbs.
When coated with the breadcrumbs, flatten to about 1/2 inch thick cakes.
Melt the butter in a large nonstick skillet or frying pan. Cook and the tuna fish cakes in the butter for 3-4 minutes on each side or until golden brown.
Serve immediately with mashed potatoes and vegetables or chips.
